Question: Pardon me for being a bit dense, but, in what situation should the copper pad be used instead of the large blue thermal pad?

I assume they aren't intended to be used together.

Hello, there are two solutions for cooling Option 1: Use a blue thermal pad Option 2: Do not use the blue thermal pad. You can use copper pad and silicone grease to dissipate heat
